PILnet, the Global Network for Public Interest Law, is seeking a Program Consultant (East Africa) to support its expanding access-to-justice and civil society programmes across the region. This fully remote consultancy offers a monthly remuneration of USD 1,300–1,600 and is ideal for professionals with experience in public interest law, civil society, human rights, or international development.
The successful consultant will work with NGOs, law firms, bar associations, and pro bono legal networks to strengthen civic space and improve access to legal support for civil society organizations throughout East Africa.

Since expanding into Sub-Saharan Africa in 2024, the organization has developed partnerships across East Africa to connect NGOs with pro bono legal assistance and strengthen regional legal ecosystems.
Key Responsibilities
The Program Consultant will play a central role in developing and managing PILnet’s East African programmes by:
- Building partnerships with civil society organizations, law firms, and bar associations.
- Identifying and assessing the legal needs of NGOs and facilitating pro bono legal support.
- Expanding PILnet’s regional network of volunteer lawyers and legal service providers.
- Managing Global Clearinghouse referrals from East Africa through coordination with NGOs and pro bono counsel.
- Monitoring legal, governance, and compliance developments affecting civil society.
- Developing practical legal resources and knowledge products for the region.
- Organizing webinars, workshops, roundtables, and regional convenings.
- Representing PILnet at conferences and partnership meetings.
- Contributing to donor reports, proposals, and programme communications.
Who Should Apply?

Preferred qualifications include:
- Degree in Law (strongly preferred), or Political Science, International Relations, Social Sciences, or a related field.
- 2–5 years of relevant professional experience.
- Experience working with NGOs, pro bono initiatives, public interest law, or international development.
- Strong project coordination and stakeholder engagement skills.
- Excellent research, writing, and communication abilities.
- Ability to work independently in a remote, multicultural environment.
- Proficiency in Microsoft Office and Google Workspace.
Remote Work & Travel
This is a fully remote consultancy with flexible scheduling. However, applicants must be based in East Africa to enable effective collaboration with the regional team. The role includes limited regional and international travel, expected to total no more than 10 days per year.
