What Will the Consultant Do?

Working under the supervision of the Programme Management Specialist, with matrix supervision from the Regional Coordinator for EVAW, the successful candidate will provide finance, programme administration and operational support.

The consultant will work with global and East and Southern Africa regional teams while collaborating with programme colleagues in different locations, the UN Trust Fund ACT Programme team, the Nairobi operations team, the EU Financial Specialist in Brussels and UN Women headquarters finance and budget teams.

A major part of the role involves ensuring that financial strategies and transactions comply with UN Women’s financial regulations, rules, policies and standard operating procedures. Responsibilities include reviewing financial transactions and documentation, investigating anomalies, preparing financial reports and following up on audit recommendations.

The consultant will also collect and verify financial information used for programme planning, budgets and implementation arrangements, assist with Annual Work Plan entries in the Performance & Results Integrated System for Management (PRISM), advise programme teams on financial matters and support cost-saving strategies.

Programme Budget and Financial Management Responsibilities

The Finance and Programme Associate will monitor budgets for both the global component and East and Southern Africa Regional Office (ESARO) component of the EVAW Programme.

Key responsibilities include monitoring budgets, controlling allotments and expenditures, preparing budget revisions, tracking the timely use of financial resources and maintaining internal expenditure controls. The consultant will also address financial data issues involving invoices, budget checks and other financial processes.

The position also involves preparing financial reports, processing payments for consultants, preparing VAT reimbursement documentation and entering information into QUANTUM, UN Women’s web-based management system. The consultant may also be responsible for petty cash management and supporting project closure activities.

Administrative and Programme Support

Beyond financial responsibilities, the consultant will provide administrative and logistical support for programme implementation.

This includes assisting with programme work plans, budgets and proposals; providing guidance to executing agencies; supporting programme audits; preparing financial documentation; creating requisitions and registering goods receipts in QUANTUM; preparing invoices; and processing consultant payments.

The role will also involve supporting the organization of meetings, workshops, events and missions, including travel arrangements for programme team members. The successful candidate may provide guidance and training to Regional Programme Assistants and civil society partners on programme implementation and financial reporting.

Who Is Eligible to Apply?

Applicants must have completed secondary education. A specialized national or international certification in accounting and finance is considered an asset, while a bachelor’s degree in Finance or Accounting is also advantageous. Successful completion of the UN Women Accounting and Finance Test is another asset.

The position requires at least six years of progressively responsible experience in finance. Candidates should also have experience using computers and office software, including Microsoft Word and Excel, as well as spreadsheet, database and web-based management systems.

Experience with a modern web-based Enterprise Resource Planning (ERP) system, preferably Oracle Cloud, is required. Experience supporting European Union-funded projects and programmes related to ending violence against women or gender equality is desirable.

Skills and Competencies
