About the Role
The Programme Manager will join the European programme team and take the lead on delivering EU-focused activities under the AI & Climate Governance Programme. While previous experience in AI policy is desirable, candidates with strong expertise in European climate policy and advocacy are also encouraged to apply.
The role is fully remote and suited to candidates located within Central European Time (CET ±2 hours). It is offered as a 12-month full-time contract, with the possibility of extension depending on funding availability.

Key Responsibilities
Lead AI & Climate Policy Initiatives
The Programme Manager will help shape European policy by:
- Identifying strategic policy opportunities relating to AI and climate governance.
- Developing policy recommendations for European decision-makers and influential stakeholders.
- Building expertise around legislative initiatives including the Cloud and AI Development Act and the EU Tech Sovereignty Package.
- Monitoring emerging climate, technology, and economic policy developments across Europe.
Conduct Research and Produce Policy Briefings
The successful candidate will translate complex policy issues into accessible resources by:
- Synthesising research and legislative developments.
- Producing public-facing policy briefings and analytical reports.
- Drafting memos, policy papers, commitment letters, talking points, and advocacy materials.
- Preparing terms of reference for commissioned research on AI and climate governance.
Build Partnerships and Drive Advocacy
A central part of the role involves strengthening collaboration across sectors by:
- Working with NGOs to develop joint policy positions and advocacy campaigns.
- Building relationships with businesses, investors, trade associations, and civil society organizations.
- Conducting stakeholder mapping and engagement strategies.
- Representing Climate Catalyst at conferences, policy forums, and stakeholder meetings across Europe.
Eligibility Requirements
Applicants should demonstrate strong experience in European policy and climate advocacy.
Essential qualifications include:
- At least five years of professional experience working on EU policymaking processes.
- Experience in advocacy related to technology, artificial intelligence, climate policy, or industrial decarbonisation.
- Strong understanding of European policy institutions and Brussels policymaking.
- Demonstrated experience engaging policymakers and civil society organizations.
- Experience working within multidisciplinary teams.
- Excellent research, analytical, and strategic thinking skills.
- Outstanding written and verbal communication skills in English.
- Ability to simplify complex technical issues for diverse audiences.
- Strong relationship-building and stakeholder engagement abilities.
- Commitment to collaboration, diversity, courage, and continuous learning.
Preferred Qualifications
