Call Africa Kenya is seeking a qualified and experienced consultant or consultancy team to serve as Lead Trainer on Life Skills, Psychosocial Support, Disability and Inclusion Mainstreaming under the Educational and Work Inclusion for Young Students with Disabilities (Edu-WISE) project.

The consultancy will support capacity building among vocational training centre (VTC) managers, teaching staff, county TVET officials and other institutional stakeholders to strengthen inclusive Technical and Vocational Education and Training (TVET) systems in Kenya.

The assignment offers an opportunity for an experienced trainer to contribute to improved educational participation, psychosocial wellbeing, life skills development and employment pathways for young persons with disabilities.

About Call Africa Kenya

Call Africa Kenya is an Italian organisation registered in Kenya in 2005. It was established as the Kenyan counterpart of the Italian NGO L’Africa Chiama and operates from Soweto Slum in Kahawa West, Nairobi County.

The organisation implements long-term programmes covering areas including early childhood education, support for children with disabilities, prevention of mother-to-child transmission, food security, disability inclusion and girls’ empowerment. It also implements the AICS-funded Inn2Win project, which focuses on aligning skills provided by public vocational training institutions with labour-market needs.

About the Edu-WISE Project

The Educational and Work Inclusion for Young Students with Disabilities (Edu-WISE) project, identified as AID 012908/01/1, is a 36-month initiative funded by the Italian Ministry of Foreign Affairs and International Cooperation and the Italian Agency for Development Cooperation (AICS).

The project is led by CEFA in partnership with Call Africa Kenya, Deaf Empowerment Kenya, the Federation of Kenyan Employers, TVETA and the National Council for Persons with Disabilities.

Edu-WISE operates in Nairobi, Murang’a and Makueni counties, with the objective of strengthening inclusive TVET systems and improving access to quality vocational training and decent employment for young persons with disabilities.

The project addresses institutional and community-level barriers by strengthening VTC capacity, promoting inclusive teaching methodologies, supporting curriculum adaptation, improving physical accessibility and establishing stronger connections between training institutions and private-sector employers.

Background to the Assignment

Despite efforts to strengthen inclusive TVET in Kenya, important capacity gaps remain among VTC managers, officials and teaching personnel. Assessments conducted under Edu-WISE indicate that operational support structures for students with disabilities are limited within target VTCs.

Although Disability Mainstreaming Committees are required by law, only one of the nine target VTCs currently has an active committee. In addition, many VTC managers and teaching staff require further training in psychosocial support, individual and group counselling, career guidance and structured life skills programming.

The consultancy will therefore support a two-level capacity-building approach. This will involve an initial residential training in Nairobi for institutional decision-makers, followed by continuous county-level training for teaching and support staff in Nairobi, Murang’a and Makueni.

Objective of the Consultancy

The main objective is to design, deliver and evaluate a comprehensive training programme covering life skills, psychosocial support, counselling, disability inclusion and mainstreaming.

The assignment will strengthen the capacity and institutional commitment of VTC managers, county TVET officials, TVETA representatives and teaching staff to create inclusive learning environments for students with disabilities.

Specific Objectives

The consultant will be expected to:

  • Strengthen institutional understanding of life skills, counselling and career guidance for students with disabilities.
  • Support the activation and formalisation of Disability Mainstreaming Committees within target VTCs.
  • Build tutors’ practical skills in inclusive teaching, personalised learning and psychosocial support.
  • Introduce accessible digital tools that can support personalised and inclusive learning.
  • Identify two focal points in each VTC to coordinate disability mainstreaming and counselling activities.
  • Establish a cross-county network to support implementation, monitoring and sustainability.

Scope of Work and Key Deliverables

The consultant will oversee the full design, implementation and evaluation of the training programme using participatory, experiential and adult-learning methodologies.

Phase 1 – Inception and Toolkit Development: The consultant will review relevant Edu-WISE documents, VTC assessments, TVETA regulations and Kenyan disability legislation. They will develop the training curriculum, participant manuals, facilitator materials, practical toolkits and pre- and post-training assessments.

Phase 2 – Residential Training: A two-day residential training will be conducted in Nairobi for approximately 25 stakeholders, including VTC managers, county TVET officials, TVETA representatives and project partners. The training will address institutional approaches to life skills, counselling, psychosocial support and disability inclusion. Participants will also develop an institutional action plan for activating Disability Mainstreaming Committees.

Phase 3 – County-Level Training: The consultant will conduct nine county-level training courses across Nairobi, Murang’a and Makueni. Each course will last four days and will focus on practical inclusion strategies, psychosocial support, counselling, personalised learning, accessible digital tools and disability mainstreaming.

Phase 4 – Monitoring and Evaluation: The consultant will analyse pre- and post-training results and prepare a consolidated final report identifying achievements, challenges, capacity gaps and recommendations for sustainability.

Duration and Level of Effort

The assignment represents 132 working days, comprising 44 days of field-based training and 88 days of home-based preparation, development and reporting.

The field-based component includes two days of residential training, 36 days of county-level training and six additional follow-up and operational days during the first year.

Required Qualifications and Experience

The ideal consultant should hold a university degree in Psychology, Counselling, Social Work, Special Needs Education, Inclusive Pedagogy, Development Studies or a closely related discipline.

Applicants should have at least two years of relevant experience designing and delivering programmes involving disability inclusion, life skills, psychosocial support or institutional mainstreaming.

Experience within or alongside Kenya’s TVET sector is strongly required, including familiarity with TVETA frameworks, guidelines and county governance structures. Candidates should also demonstrate experience training public officials, school managers and teaching personnel.

Technical expertise should include strong facilitation and workshop-moderation abilities, knowledge of assistive technologies and accessible educational software, and the ability to develop institutional action plans and monitoring indicators.

Fluency in English and Swahili, both written and spoken, is mandatory.

Financial Terms

The indicative budget for the consultancy is between KES 750,000 and KES 800,000 gross.

For registered companies, the full KES 800,000 amount may be paid, with applicable 16% VAT requirements. Individual consultants who are not registered entities will be subject to the applicable 5% withholding tax.

Payments will be linked to satisfactory completion and approval of agreed deliverables, with instalments distributed throughout the consultancy period.

  • A proposed training methodology and sample session outline.
  • A financial proposal showing professional fees and operational or travel expenses.
  • CVs of the lead consultant and relevant team members.
  • Examples of previously developed training manuals, curricula or toolkits.
  • Contact details for at least two relevant professional references.

Financial proposals should clearly distinguish professional fees, operational costs and applicable taxes. VAT-registered Kenyan entities should indicate VAT separately.

Application Deadline and Selection Process

The selection process is expected to follow an 80% technical and 20% financial evaluation approach. Initial screening will take place from 25 August to 1 September, followed by presentations and technical clarifications from 2–4 September. Final combined evaluation and selection are scheduled for 7–8 September, with formal agreement signing expected on 14 September 2026.

The successful consultant will play an important role in strengthening inclusive TVET practices and ensuring that young persons with disabilities have greater opportunities to develop skills, participate in education and transition into decent employment.
