The anticipated assignments will support the management, facilitation, evaluation, simulation, documentation, and photographic coverage of emergency Functional Exercises (FE) and Tabletop Exercises (TTX) conducted on behalf of the Los Angeles City Emergency Management Department or other local jurisdictions.
The exercises are expected to address emergency preparedness and response in a large urban environment serving more than four million residents. However, all consulting opportunities are contingent upon contract award and client approval.

Available Emergency Management Consulting Roles
Chemonics is seeking professionals for six different roles, each requiring specialised knowledge and experience related to emergency management, public-sector operations, exercise design, evaluation, or documentation.
1. Tabletop Exercise Facilitator
The Tabletop Exercise Facilitator will serve as a subject-matter expert responsible for guiding discussions during four-hour Recovery Support Function (RSF) Tabletop Exercises involving approximately 30–40 participants from multiple agencies.
The ideal candidate should have demonstrated expertise in:
- Emergency management.
- Disaster recovery.
- Municipal planning.
- Southern California emergency management systems.
- Collaboration with Los Angeles County or regional municipal agencies.
Previous professional or consulting experience working with local government and emergency management organisations will be particularly relevant.
2. Simulation Cell Director
The Simulation Cell (SimCell) Director will lead simulation cell operations during an eight-hour Functional Exercise.
The role involves coordinating the delivery of complex, objective-focused scenario injects through communication channels such as city radio frequencies, amateur radio, satellite phones, telephones, and VEOCI systems.
The successful consultant will also manage SimCell personnel responsible for executing scenario-based tasks and role-playing external organisations and stakeholders.
Candidates should have experience in:
- Emergency operations.
- Exercise simulation.
- Local emergency communication systems.
- Emergency management software such as VEOCI.
- Los Angeles County mutual aid procedures.
- Municipal emergency response protocols.
3. SimCell Controller/Evaluator
The SimCell Controller/Evaluator will monitor exercise participants within emergency operations centres, assessing player performance while also maintaining awareness of operational safety.

Familiarity with the Standardized Emergency Management System (SEMS) and operational procedures used by Los Angeles County emergency management facilities is required for this role.
4. SimCell Participant/Simulator
SimCell Participants/Simulators will support exercise operations by executing scenario scripts and interacting with exercise participants.
The role requires an understanding of Los Angeles County’s emergency management environment and the ability to realistically simulate external partners, agencies, and municipal actors.
Candidates should be familiar with:

5. SimCell Evaluator/Notetaker
The SimCell Evaluator/Notetaker will observe exercise activities, record key actions, and document objective evaluations.

6. Professional Photographer
Chemonics is also seeking a professional photographer to document emergency management exercises through high-resolution photography.
