Organisations specialising in fraud investigations, compliance, risk management and forensic services have an opportunity to work with Tiko, a digital health organisation operating across Africa.
Tiko is inviting qualified firms to submit proposals for Fraud and Compliance Investigations Support, covering six African countries: Kenya, Uganda, Ethiopia, South Africa, Nigeria and Burkina Faso.
The assignment will involve investigating suspected fraud, staff and third-party misconduct, bribery, corruption and compliance breaches. Selected firms will support Tiko’s efforts to strengthen operational integrity, identify risks and ensure accountability across its digital health platform.
The deadline for submitting proposals is 30 October 2026.
About Tiko
Tiko, formerly known as Triggerise, uses a digital platform to help adolescent girls and young women, primarily aged 15–24, make positive health choices.
Through reminders, discounts, digital and in-person follow-ups, and reward points, the organisation helps users access health products, services and entrepreneurial opportunities. Its reward system covers or subsidises sexual and reproductive health products and services, helping reduce financial barriers to access.
Tiko operates in Kenya, Uganda, Ethiopia, South Africa, Nigeria and Burkina Faso. The organisation is seeking experienced investigation firms to support fraud risk management and compliance across these operations.

The principal responsibilities include:
1. Desktop reviews
Review automated risk flags assigned to the firm, assess whether the flags are valid and provide actionable recommendations to support Tiko’s fraud risk management activities.
2. Targeted investigations
Conduct discreet or scheduled investigations into suspected fraud, misconduct and other irregularities involving platform actors.
3. Evidence collection
Gather and assess relevant evidence through surveillance, interviews, electronic evidence reviews, document examinations and third-party checks.
4. On-site data verification
Conduct facility-level data verification procedures during investigations where required.
5. Investigation reporting
Prepare Factual Findings Reports incorporating field observations, operational insights and practical recommendations to address identified risks.
The assignment includes strict service-level agreements. Desktop reviews must be completed within 72 hours, while field investigations must be completed within one week.
Required Qualifications and Experience
Tiko is seeking registered firms with relevant investigative experience and the ability to manage multiple assignments simultaneously.
Bidders should demonstrate the following:

- Technology capabilities: Experience using technology to improve investigative efficiency and operational delivery.
- Qualified personnel: An investigation team capable of handling multiple concurrent cases.
- Personnel profiles: CVs of proposed team members and core management staff, highlighting direct experience in fraud investigations and related matters.
- Relevant references: Details of at least three clients served on similar assignments, including contact persons, designations, telephone numbers, service scope and engagement duration.
- Legal and regulatory compliance: Proof of firm registration in the country of application and compliance with applicable tax, privacy, data protection, legal and ethical requirements.
Firms must be registered in the country where they intend to provide services and should apply only for markets in which they can demonstrate adequate delivery capacity.
How Proposals Will Be Evaluated

The technical proposal should clearly explain the firm’s relevant experience, proposed investigative methods, execution plan and ability to meet Tiko’s service requirements. Bidders must also demonstrate their capacity to comply with the applicable legal, data protection, privacy, social, tax and ethical requirements.
Financial capacity may be demonstrated through documentation such as recent audited financial statements and evidence of similar assignments previously undertaken.
Required Application Documents
Interested firms must submit a technical and financial proposal of no more than 15 pages, excluding annexures containing the budget and summary profiles of proposed personnel.
The submission should include:

How to Apply
Qualified investigation firms should submit their technical and financial proposals directly to Tiko by email.

Interested firms should review the complete terms of reference and ensure that all required documentation is included before submission.
Final Reminder
This opportunity is intended for registered investigation and compliance firms, not individual jobseekers applying for employment. Organisations with demonstrated expertise in fraud investigations, forensic reviews, risk management and regulatory compliance may consider submitting proposals for one or several of the six target markets.
Given the short desktop-review and field-investigation timelines, applicants should clearly demonstrate their readiness, personnel capacity and ability to respond to assignments promptly.
