Agora Verkehrswende is inviting applications for a Policy Analyst Africa Cooperation position in Berlin, Germany, offering an opportunity for professionals interested in sustainable transport, electric mobility, climate policy and international development cooperation to contribute to projects across the African continent.

The full-time position will support the organisation’s international cooperation work with African countries and partner institutions. The role is particularly focused on the transformation of transport systems, including efforts to accelerate the electrification of vehicle fleets and strengthen policy capacity around sustainable mobility.

The position is designed for candidates who have strong research, analytical and communication skills and an interest in working at the intersection of climate action, transport transformation and international cooperation.

About the Policy Analyst Africa Cooperation Job

The Policy Analyst will join a team working with African and international consortium partners to strengthen cooperation between Germany and African countries on sustainable transport and electric mobility.

The team’s current portfolio focuses on capacity building and accelerating the electrification of vehicle fleets in African countries. However, the successful candidate will have the opportunity to contribute to an expanding portfolio that may include additional projects, countries and thematic areas.

During the initial two-year project phase, the team works with partners to build the capacity of African think tanks and partner institutions, provide policy advice and facilitate international dialogue on cooperation with Africa.

The Policy Analyst will therefore provide research, writing, coordination and organisational support across existing and future activities.

Key Responsibilities

The successful candidate will contribute to a broad range of research, programme and stakeholder engagement activities.

Key responsibilities include:

  • Supporting capacity-building programmes for African partners working on sustainable transport and electric mobility.
  • Coordinating with external consultants where required.
  • Conducting research on transport, climate and policy-related issues.
  • Drafting reports, policy briefings and other knowledge products.
  • Communicating research findings and project insights to policymakers, think tanks and other stakeholders.

  • Helping organise and host joint events, workshops, meetings and exchange programmes.
  • Preparing content and logistical arrangements for workshops and international meetings.
  • Monitoring political, regulatory and thematic developments affecting sustainable transport and electric mobility across Africa.
  • Supporting studies and background research that inform policy advice and consulting activities.
  • Documenting project activities and maintaining partner and stakeholder networks.
  • Providing general administrative and organisational support as the team’s portfolio develops.

The role combines research and policy analysis with practical programme coordination, making it suitable for candidates who enjoy both analytical and collaborative work.
