The organisation also coordinates the Uganda Youth Collective, a national platform bringing together more than 600 youth-led organisations to amplify youth voices and influence national policy through collaborative advocacy initiatives. About the Programme
The successful candidate will contribute to Restless Development’s expanding youth employment portfolio, which supports young people in accessing dignified employment, entrepreneurship opportunities, and inclusive financial services across 13 districts.
The programme equips young women and men with market-relevant technical, entrepreneurial, and financial skills while connecting them to employers, business development services, markets, and affordable financial products. Particular emphasis is placed on supporting young women, refugees, and young people with disabilities through inclusive employment pathways and stronger local ecosystems.
Position Overview
The Programme Officer – Organisational Development & Advocacy will support the implementation of organisational strengthening initiatives and community-level advocacy activities. Working closely with Youth-Led Organisations (YLOs), consortium partners, and community stakeholders, the officer will help build sustainable organisations capable of delivering high-quality youth development programmes while influencing local decision-making processes.
Reporting to the Programme Coordinator, the role involves regular domestic and occasional international travel and combines programme implementation, partner support, advocacy, monitoring, and financial accountability.
Key Responsibilities
The Programme Officer will play a central role in delivering organisational development and advocacy activities through the following areas:
Organisational Development
- Conduct organisational capacity assessments and partner reflection exercises.
- Support Youth-Led Organisations in developing and implementing improvement plans.
- Strengthen governance, leadership, planning, documentation, and accountability systems.
- Facilitate collaboration and peer learning among youth-led organisations.
Youth-Led Advocacy
- Coordinate advocacy initiatives focused on employment, entrepreneurship, and financial inclusion.
- Organise community dialogues, consultations, stakeholder forums, and engagement platforms.
- Mobilise young people and community stakeholders to participate in advocacy campaigns.
- Develop evidence-based advocacy messages, stories of change, and policy engagement materials.
Monitoring, Documentation and Learning
- Track programme activities, participant engagement, and organisational outcomes.
- Prepare activity reports, case studies, learning products, and partner updates.
- Document youth experiences, lessons learned, and emerging community priorities.
- Support adaptive learning and programme reflection processes.
Safeguarding and Compliance
- Uphold safeguarding, gender equality, diversity, and inclusion standards.
- Ensure ethical engagement with children, young people, and vulnerable adults.
- Identify and report safeguarding concerns in accordance with organisational policies.
- Promote safe and inclusive participation throughout programme implementation.
Financial and Operational Management
- Support programme budgeting and work planning.
- Maintain accurate financial accountability and narrative reporting.
- Process timely activity requisitions and ensure value-for-money expenditure.
- Collaborate with finance and administration teams to strengthen financial compliance.
Eligibility Criteria
Applicants should possess a strong academic background and practical experience in youth development, organisational strengthening, or community advocacy.
Essential qualifications include:
- Bachelor’s degree in Development Studies, Social Sciences, Organisational Development, Public Administration, Community Development, Political Science, or a related discipline.
- Minimum 1–2 years of experience in organisational development, capacity building, advocacy, or community engagement programmes within Uganda.
- Experience working with Youth-Led Organisations, Community-Based Organisations, or grassroots structures.
- Strong facilitation, communication, mentoring, and stakeholder engagement skills.
- Excellent written and spoken English.
- Experience in programme implementation, field coordination, and reporting.
Desirable experience includes:
- Donor-funded youth development or livelihoods programmes.
- Organisational assessment and partner capacity-building tools.
- Community organising, civic engagement, or citizen participation initiatives.
- Documentation, storytelling, and data collection methodologies.
- Knowledge of Uganda’s youth and civil society landscape.
