About the Consultancy
The consultant will join UNICEF’s Evaluation Office (EO), a core institutional function responsible for generating rigorous evidence, promoting organizational learning, and strengthening accountability. The office works closely with regional and country evaluation teams to improve UNICEF’s effectiveness through high-quality evaluations that inform decision-making and programme design.
This consultancy primarily supports three strategic portfolios:
- The Impact Catalyst Fund (ICF) focused on child marriage and social norms.
- The Preventing Violence in, Through and Around Schools initiative under the Safe to Learn partnership.
- The Power4Girls impact evaluation portfolio aimed at strengthening adolescent girls’ agency, health, and wellbeing.
The successful consultant will also contribute to developing future impact evaluations addressing adolescent girls, child protection, and violence prevention.

Key Responsibilities
The consultant will provide technical leadership throughout the design, implementation, and dissemination of rigorous impact evaluations.
Primary responsibilities include:
- Designing mixed-methods impact evaluations using quantitative and qualitative approaches.

Professional Experience
Candidates must demonstrate more than five years of professional experience leading or contributing to rigorous impact evaluations.

- Designing and implementing impact evaluations in low-income countries.
- Collecting primary quantitative and qualitative data.
- Research involving violence against children.
- Child safeguarding and ethical research protocols.
- Human subjects ethics certification such as CITI or equivalent.
- Knowledge of UNICEF evaluation standards and evidence-generation processes.
Experience delivering high-quality evaluations under tight deadlines and within multi-stakeholder environments is highly desirable.
Technical Skills
The successful consultant should demonstrate advanced expertise in mixed-methods evaluation and analytical software.
Required technical competencies include:
